Chief Warrant Officer Collins is a native of Louisiana. He enlisted in the Navy under the Submarine Electronics and Computers Field in 1999 attending boot camp in Great Lakes, Ill., and completed Basic Submarine School training in Groton, Conn. His first submarine tours was on board USS Alabama (SSBN 731) and USS Nevada (SSBN 733).  Follow on assignments were USS Essex (LHD 2) and USS Bonhomme Richard (LHD 6) in Sasebo, Japan.  Additionally, he returned to Sasebo to serve as Communications Officer on board USS America (LHA 6) as his first tour after his selection to Chief Warrant Officer in the Information Warfare Community.
 
His shore assignments include a Leading Petty Officer tour at Strategic Weapons Facility Pacific, Northwest; Assistant Officer-in-Charge NAVCOMTELSTA Far East Chinhae, where he was selected for Chief Petty Officer in 2014; and Communications Leading Chief Petty Officer at Commander, Destroyer Squadron SEVEN out of Changi Singapore.
 
His professional accomplishments are earning a Bachelors Degree in Workforce Education and a Masters Degree in Information Technology as well as several industry certifications.  His personal awards include the Navy Commendation Medal (four awards), Navy Achievement Medal (four awards), and other personal, unit and campaign awards.
 
He assumed the duties as Officer in Charge, Naval Computers and Telecommunications Station Far East, Detachment Singapore on January 8, 2023.
